Technical Team Manager (IDN)
Role and Responsibilities
To lead the analysis, definition, design, construction, testing, installation and modification of properly engineered information systems, containing software as the major component, to meet agreed business needs.
The scope and impact of a Technical Team Manager:
• Typically works on one project at a time and as the leader of the project team(s). May be working on other projects at the same time.
• Scope of work for self. Works on projects of varying complexity including very large & complex projects that require increased skill in multiple technical disciplines.
• Impact is within the immediate project team, and also on the wider project or program that it may form a part of.
• For quality of own work, and accountable for time spent by members of the team.
• For management of own time, and coaching/mentoring team members including performance appraisal.
• For service support, ensuring the team can provide sufficient 3rd level support according to the service policy.
• For estimating effort required for own work, and checking and agreeing other team member estimates.
• Accountable for a team's results, or for a project, and takes responsibility for the quality of work delivered.
The Technical Team Manager is responsible for:
• Sets timeframes and schedules to meet customer and business needs.
• Leading project planning sessions with clients, business analysts, and team members to analyze Thomson Reuters Development requirements.
• Defining and developing the project scope of multiple complex projects with assistance from the project team.
• Help in making recommendations for buy vs build decisions based on requirements and expected system features.
• Providing design recommendations, developing and integrating programs per written specifications. Occasionally responsible for writing moderate to complex design specifications.
• Collecting and analyzing business and technical requirements. Translating them into detailed design specifications for application code and modules.
• Preparing and presenting status updates for various projects.
• Making moderate to complex modifications to existing software applications and modules in accordance with written specifications and industry standards.
• Developing software application modules using disciplined software development processes.
• Unit/integration testing and implementing application modules from multiple systems the team has developed or modified, ensuring application meets needs of client and business.
• Provides 3rd level support for all responsible systems according to service policy.
• Provides assistance in researching new and emerging technologies. Works with vendors to understand technology. Evaluating new tools, technologies and platforms to be included.
• Leading and managing the day to day activities of the team. Conduct performance appraisal for each staff at least twice a year.
• Ensuring project process is followed (assignment objectives, Planview sign off, post assignment performance reviews).
• May have cost responsibility for own team/project, and/or contributes to forecasting budgets and recommending expenditure without being fully accountable for them.
• Identifies ways to improve the operation of own area and to achieve efficiencies and results.
• Complete the objectives of each assignment within the agreed timeframe;
• Work with onshore partners and process team to ensure all processes conform to the standards defined for the development centre;
Mandatory skills
• Degree in Computer Science or other computer related subject with experience developing system software;
• Minimum of 7 years development experience
• Requires in-depth experience and understanding of multiple programming languages, systems, as well as systems analysis and design, and project management methodologies
• High awareness of customer service
• Ability to estimate work efforts for complex technology implementations, and meet deadlines.
• Good understanding of development process and process management;
• Experience of managing several project initiatives concurrently;
• Experience of geographically distributed and multi disciplinary project steams;
• Willing to work late for teleconference with overseas developers occasionally, to provide technical support over telephone to assist first and second level support, round the clock;
• Excellent communication skills including technical writing and presentation skills in English;
• Ability to solve complex problems in a real-time production environment;
Other useful skills
• Development experience in a multi-threaded, multi-CPU environment;
• Exposure to the mission-critical real-time software in the financial sector;
• Real-time software design and development;
• Structured design methodologies.
