Beijing is different. When I visited 故宫 in one summer about three years ago I went into a store inside the "palace" to buy icecream and was stopped by two ladies asking for foreign passport!! TNND I asked them so I am a Chinese, you don't sell to me? They told me if I don't have foreign passport I would not be allowed to be inside the store, period. 上峰的命令。Shxt, I happened to have the passport with me. That made me sick. I hope things have changed now in Beijing.
On the other hand, in Shanghai they may ask me: Sir, do you have the money? At least in Shanghai everyone is equal money-wise. I know in Shanghai there is no hospital exclusively for foreigners. They have 外宾病房和高干病房, but if you have money, you will have access to it.
