Job Description
To maximise regional sourcing opportunities, exploit financial benefits for the COMPANY Group and enhance market/supplier/technology knowledge in China and region. The post holder will have a broad purchasing experience in a global blue-chip organisation and possess a strong track record in a number of market areas, in particular the IT and Services sectors.
Main Responsibilities
- To maintain a high level understanding of the Global market space COMPANY is working in and moving into, and the implications on the current COMPANY Supplier base from a geographical perspective (China and region in this case). To recommend appropriate steps to reflect these changes, in the activities of Procurement & Supply Chain (P&SC).
- To support COMPANY Procurement activities. Specifically to accrue market knowledge and analysis from appropriate sources. Externally to COMPANY this will include 1st and 2nd hand research; liaison with current/potential strategic companies, other hi-tech companies, Industry events such as conferences and Trade shows, and published information from reports and professional bodies. Internally to COMPANY this will include inputs from groups involved in technical and market strategy, current procurement activity, and product development.
- To work with other areas of the COMPANY Group to develop suppliers identified with “Strategic Potential”. Working with Procurement Domain Managers, manage the integration of relationships into mainstream procurement activity, when appropriate.
- To maintain a high level of knowledge about those markets and technologies where P&SC sources products and services – both the current and future view.
- To assist Procurement Domains to develop an excellent knowledge of supplier strategies and products and services for those companies who have primary offices in China.
- To support the delivery of country/regional/global category analysis. If agreed, drive the implementation of this capability.
- To undertake discrete pieces of market/supplier analysis, determine optimum sourcing strategies for specific industry segments e.g. IT and Services.
- To identify and evaluate potential suppliers, undertaking supplier capability assessments of both current and prospective suppliers located in China and region.
- Build effective relationships at senior and working levels with both existing and potential suppliers.
- To identify, understand and communicate the potential benefit to Company’s supply arrangements of “Political” changes such as Taxation, Leasing, Trade Agreements etc.
- Establish a savings target and detailed delivery plan to deliver savings for all items procured from China.
- To work closely with buying teams to maximise their procurement position and lead specific commercial activities with those suppliers having their primary offices in China.
- Build the benchmarking capability in China for supporting cost reductions and efficiency increase amongst Chinese suppliers.
Qualifications
Essential
- Sound educational background.
- First degree and MBA or equivalent from a reputable Institute.
Desirable
- Professional purchasing / supply chain qualification.
Main Experience Requirements
- Strong track record in a highly commercially driven Business environment.
- Ideally 7 to 10 years in procurement with a high proportion in a services and IT environment.
- Last 4 to 5 years experience with an MNC in a similar role.
- Has been able to drive Global Procurement for the principal company thru local/regional supplier base.
- Has a comprehensive of understanding, effective network of supplier, technologies and prevailing sourcing practices
- Strong global experiences in particular a very good appreciation of international trading, taxation and logistics issues/approaches.
- Has put in place supplier contracts generating significant competitive advantage for their Business.
- Has all rounded techno-commercial skills with a wider Business appreciation.
- Has experience in managing change programmes and dealing with cultural diversity
Main Skills
- Excellent Procurement skills including strong techno-commercial knowledge of evaluating products and services.
- Should possess the ability to work effectively in and lead a small start up procurement team.
- Strong relationship management skills, to ensure sound relationships are fostered with both suppliers and internal business partners.
- Has the ability to work across organisational boundaries, willing to share information, and able to lead multi-discipline project teams.
- Strong negotiation and influencing skills (both internal and external).
- An ideas/innovation person who is willing and able to listen to others’ ideas and build on/adopt the best solutions.
- A strong understanding of the IT and Services (especially BPO) markets.
- Strong local as well as global knowledge of key suppliers, especially at a senior level in the IT and services sectors.
- Analytical mindset – numbers driven.
- Ability to enhance efficiency and effectiveness within the wider procurement function.
- Strong awareness of social responsibility in Procurement, particularly ethical trading and environmental practices.
