The use of provocative pictures of a naked six-year-old girl on the front of a taxpayer funded magazine has been labelled distasteful.
The latest edition of Art Monthly Australia features the child several times, while the editor has admitted that he ran the pictures to protest the treatment of photographer Bill Henson.
But Community Services Minister Kevin Greene says it's not the way to make a point.
"It's one thing to have freedom of speech," Mr Greene said.
"It's another thing to use inappropriate images of childen and that's what this is - this is an inappropriate use of a child and there's no way that anyone in society would support the inappropriate use of children."
The Prime Minister also joined the flood of commentators condemning the use of a photograph of a naked girl on the front of a taxpayer funded magazine.
The six-year-old features on the cover of Art Monthly Australia as well as several other provocative images of children and teenagers in the July edition.
Angered by the 'hysteria' over similar photographs by artist Bill Henson, the magazine's editor Maurice O'Riordan says he hopes the edition will restore some "dignity to the debate".
But Prime Minister Kevin Rudd has told the ABC it is not art, it is child abuse.
"I think the interest of many Australian's is to protect little children and restore some innocence to kids' childhood.
"But I go back to this question: how can anyone assume that a little child, six years old - eight, ten, twelve - somehow is able to make that decision for themselves."
The image, taken by Melbourne-based Polixeni Papapetrou, is believed to be her own daughter.
Mr O'Riordan, who does not have children of his own, told The Sunday Telegraph he does not care if it stirs community complaint.
"Maybe this is bold, but I don't see the need to give in to that sort of hysteria or the prospect of complaint.
"I couldn't really understand the furore."
Bravehearts' Hetty Johnston has told 2GB's Luke Bona the photographs are dangerous and the furore is well founded.
"This is some sections of the arts saying they need to test the boundaries. They like to push the boundaries.
"Well if they win on this, where's the next boundary? The last child was thirteen, this one's six. What are we going to have next? And what is she going to be doing next?"
NSW Premier Morris Iemma was angered by the protest and has threatened to pull funding from the magazine, which receives more than $50,000 from the Federal Government's Council for the Arts.
"Images of this kind are distasteful, exploitative of children - a cheap, sick stunt at the expense of a young child," he said.
"We've now reached a sad point where some people think naked kids can boost their sales and get them a headline. We will have no role in funding them while they use images that exploit children."
Community Services Minister Kevin Greene is planning to refer the matter to the classifications board.
More than 5,000 copies of the magazine, which also includes images by Bill Henson, have been distributed across Australia.
In May, police raided the Roslyn Oxley Gallery in Paddington, confiscating several images by Mr Henson, including the photographs of a naked 13-year-old girl.
Mr Henson was cleared of any wrongdoing following a police investigation.
