Key Responsibilities:
•To develop the business focusing on the rollout of established long term contracts to supply PRC Government authorities with a wide area retail network IT structure and the provision of central lottery (gaming) servers and bespoke lottery games
•To lead the government liaison and lobbying on all matters technical and operational
•To have overall responsibility for delivering the business plan
•To have overall responsibility for the smooth running of all business operations
•To report to the Board of Management
•To have an excellent background in IT technical fields and have a deep understand of technical issues, technical rollout plans, technology business plans and manage technical issues primarily first hand.
•To be proactive in the development of product (gaming content) road-mapping and planning
Management Duties:
•To effectively manage communication and client relations with multi-departmental government officials in order to further the JV strategic aims
•To effectively and very proactively manage communications between suppliers, 3rd parties and inter-company resources (HR, senior management, etc) – a mix of English and Chinese general cultures and specifically communications cultures/ gaps / bridge.
•To prepare and or assist in the business plan and report to the Board on the performance of the JV
•To set, present and have approved ongoing operational budgets for each department of the JV
•To arrange effective methods of running the JV’s operations with emphasis on continuous improvement and efficiency
•To ensure proper risk assessments, supervision and records are kept in the business
•To negotiate (fixed term and services) contracts with associated suppliers to the business
•To be key contact for any budgetary or major practical problems in business operations
•To be the key contact and customer facing person with regard to representing the JV to officials and resolving issues
•To support the related partner companies in the JV when instructed by the Board
•To protect all copyrights and IP owned by the JV and ensure the Company adheres to any conditions of copyright
•To showcase the products and services of the JV at associated industry events

oSenior-level contacts within the China Lottery Industry - desirable
oExperience of building a start-up business - desirable
oConsiderable experience of managing a range of senior staff – desirable
•Technical Knowledge
oThe successful candidate should have a background in IT technology and be able to understand and communicate first-hand on the technical requirements, technical issues and technical project planning of the JV project.
oThe candidate should be able to manage relationships and issues between many different stakeholders – from clients to regulators to government officials and make well considered decisions (within the job specification) without reference to extended management.
oIdeally, with knowledge of large scale central server based to retail shop environments and associated communications networks. The environment consists of SUN & HP servers over Informix DB with bespoke gaming application and bespoke game modules and a range of third party .
•Partner relations
oThe JV is a cooperation between a Hong Kong listed company who are leaders in PRC lottery products and services and a UK company who are world leaders in gaming / betting operations. The candidate should be able to understand the nature of a JV and be the central point for multi-company liaison and mutual cooperation.
