U.S. films entangled in China's morality drive

BEIJING -- In their new war on immorality, China's government censors are going after a web-slinging superhero, a bookish young magician and a moody but lovable green ogre.
The release in China of three Hollywood blockbusters -- "Spider-Man 2," the third installment of the "Harry Potter" series and "Shrek 2" -- has been delayed by several weeks as part of a wide-ranging government campaign to strengthen young people's morals.
Troubled by rising rates of violent crime by the nation's youth and concerned that China's hearty embrace of commercialism is undercutting traditional values, the government is cracking down on what it calls bad influences in entertainment.
Since March, with the broad mandate of "strengthening the moral education of minors," officials have issued stiff regulations covering the nation's airwaves, Internet cafes and movie houses.
The Chinese government strictly controls the importing of films and periodically orders embargoes to clear theaters for domestic releases, to the constant chagrin of the U.S. film industry.
But the current embargo is particularly vexing to Hollywood because it hits three of its biggest summer films at a time when their young target audience is on vacation.
The release of "Shrek 2" is being delayed two weeks, until Aug. 13; "Spider-Man 2" has been postponed by a month, to Aug. 5, and "Harry Potter and the Prisoner of Azkaban," which opened worldwide in June, may not be shown in the country until October.
No new foreign films will be released in July, which officials hope will "purify the screen," as government instructions put it, and encourage more upright pursuits. Museums, for example, have been open free of charge to young people.
Some critics, noting that the movies will be released eventually and that American films already in theaters will continue to be shown, call the policy slapdash -- another bit of "brain-tightening," one critic said, in a country with a long history of censorship.
In Hollywood, the embargo is the latest headache to come from doing business in the world's biggest consumer market. American entertainment is as popular in China as anywhere else in the world, but censorship, rampant piracy and an import limit of 20 foreign films per year have cut into earnings.
The Motion Picture Association of America, which represents the major Hollywood studios, says box-office receipts for American films released in China in 2002 were down nearly 75 percent from 1996. The studios nowadays are barely turning a profit in China, the MPAA says.
Some speculate that the latest embargo is meant to boost a domestic martial-arts film due in mid-July called "Shi mian mai fu" ("House of Flying Daggers"), which won rave reviews at this year's Cannes Film Festival.
