Position Description
CHINA SECURITY AREA MANAGER

JOB GOALS

The China Security Area Manager is charged with providing security advice to all group businesses in China. This individual will report directly to the Corporate Country Corporate Officer and to the group ASPAC Regional Security Director on all security related issues. The China Security Area Manager will also oversee the conduct and performance of all security staff engaged by group. Additionally the Security Area Manager will serve as the focal point for all interchanges between the businesses and CSIS.

QUALIFICATIONS

-Organizational ability, communicative skills and initiative
-Security Management experience minimum 3 year, preferably in a bank, financial institution or other MNCs.
-Demonstrated ability to supervise and guide subordinate staff.
-Bi-lingual capabilities. Degree Holder (Preferred)
-Established relationships and contacts with local law enforcement and intelligence agencies


SCOPE OF RESPONSIBILITIES

General Duty Summary:

-Report to the group Country Officer and Regional Corporate Security Area Manager ASPAC on all aspects of group China’s security, fire and safety issues.
-Ensure implementation of and compliance with group Security, Investigative & Fire Life Safety Policies and Local regulations and codes.
-Plan and manage the Security and Fire Life Safety Budget and carry out financial reporting.
-Oversee and execute security programs at all group locations to ensure compliance with China’s banking and fire safety laws and other appropriate regulatory legislation specific to country or region.


Specific Duties and Responsibilities:

-Conduct Country Risk Assessments per group Global security policy and provide comments to the businesses and CSIS management in a timely manner. This includes but not limited to threat and risk assessments of specific venues, residences, branches, and any other group facility as necessary
-Assist the various group businesses with specifically requested risk assessments, annual self-assessments and other risk aversion and risk management analysis.
-Participate in the planning and execution of the Continuation of Business (CoB) plan as necessary and required.
-Implement security operations in accordance with group business objectives, including oversight of information security, asset protection, access control, executive protection, EXPAT staff security, evacuation plans and other appropriate group policies as required.
-Attend local and regional security-related meetings as directed.
-Carry out project management for security systems and fire life safety for all new premises. This will include design and planning for new systems, procurement, manage installation, testing and commissioning and handing over of security and fire lifet safety systems.
-Ensure that procurement process for security contracts are compliant to Procurement policies. That all vendors used are from the approved Vendor list.
-Manage all security related contracts, such as guards, CCTV, alarm system, access control, safe/vault, out-sourced security, safe/vault, out-sourced security company contracts for services, etc.
-Ensure maintenance of installed security and safety systems.
-Initiate corrective measures for identified deficiencies to minimize risk in security areas such as fire and safety, access control, etc.
-Ensure that direct expenses in relation to security operations are maintained within approved limits and that security expenses are approved in advance by the regional Corporate Security Area Manager, or other appropriate businesses head, etc.
-Conduct Periodic security and fire life safety training as per group security & safety policies.
-Work closely with the country FINCON on the development of the annual security budget. Monitor and manage security and safety expenses in conjunction with group expense management policies and provide timely in-put on significant or unexpected variances.
-Maintain appropriate and timely communications with the group Regional Security Director ASPAC on any emergency incidents.
-Direct the activity of security & safety coordinators of the various group businesses.
-Develop Security Procedures and ensure that Security Officers implement procedures.
-Interact with other departments on issues involving the security function e.g. Business/Country management, Audit Risk Review and Corporate Insurance.
-Develop and maintain a sound working relationship with external law enforcement bodies, police, embassy Regional Security Officer, etc.
-Ensure security personnel achieve appropriate levels of security to safeguard group employees, assets, and customers.
-Ensure that all key issues with regard to security & safety incidents and operations are recorded for management review in the form of weekly reports, and other reporting mechanisms as directed.
-Assist with the planning and preparation for Executive protection details and activities as required and assigned.
-Ensure that mandated goals and objectives are adhered to by all site security personnel.
-Review security operations and offer recommendations to ensure that security conforms to group’s current policy.
-Interact with other departments on issues involving building infrastructure and operations. Conduct risk assessments of proposed new sites before the business makes a final decision on the location.
-Provide assistance as required to the global pre-employment screening process.
-Ensure appropriate and timely entries into the Incident Reporting Information Management System (IRIMS) by approved and qualified staff and provide feedback to group business on incident observations, trends, etc.
-Conduct investigations as a secondary responsibility when directed by the Regional Security Director.
-Conduct annual performance appraisals for staff.
