Title: China IT Head
Location: Shanghai

Client: European multi-national bank

Responsibilities:
- To manage the IT Department in Shanghai and IT staff in other PRC Branches (eg Beijing) covering Infrastructure (including network, telecoms, recording equipment, market data services, etc), Production, Development and IT Security teams.
- To manage IT Risk ensuring that the IT infrastructure of BNP Paribas in PRC is securely maintained without risk of access by unauthorised people, of unexpected loss of functions, facilities, etc.
- To ensure projects are delivered on time and budget, that global standards are adhered to, that local Chinese regulations are met and that cost effective services are provided to the Businesses.
- To represent the PRC vis-à-vis the Regional and Global IT teams to ensure that the PRC requirements are well communicated and the regional and global functions add value to the PRC operation.
- To prepare and manage the IT budgets in conjunction with PRC Finance & Control and Asia Pacific Technology (APT) Contr?le de Gestion and be responsible for authorising expenditure against the approved budget.
- To undertake vendor negotiations for local purchases of IT goods and services.
- To undertake staff management – definition of roles and responsibilities, objectives, appraisals, pay reviews, hirings, expatriations, redundancies, succession planning, etc. with the full involvement of PRC COO and HR and the Head of ARCC.
- To ensure Business Continuity Plan / Disaster Recovery (BCP/DR) facilities for the PRC operation are correctly provided and tested regularly with written report produced after each test.
- To create and produce regular reporting on the Quality of PRC IT activities

Job Requirements:

- University graduate in computer science related.
- Over eight years IT experience in financial industry, any major foreign bank in China market is preferred.
- Solid business knowledge in IT products, hardware and software.
- Be able to work under high pressure and strong responsibility.
- Good communication and interpersonal skills, management skill is a plus.
- Fluent in spoken and written English and Mandarin.
